World Committees
The global committee system of the World Temple, Holy See Global District, World Parliament, World Interfaith Tribunal, and World Leaders Forum.
World Committees converts offices, ministries, and international leadership into practical working bodies for governance, public service, diplomacy, education, justice, stewardship, and global cooperation.
Committee Governance Model
The World Committees operate through three coordinated layers. The Imperial Crown Royal Council provides standing Temple and Tribunal offices. The Global Committees organize Parliament’s public-service and ministry portfolios. The World Leaders Forum provides national and regional liaison channels so committee work can connect with leaders, communities, institutions, and diplomatic partners around the world.
1. Royal Council
Standing offices, administration, records, Temple governance, diplomacy, treasury, counsel, and Tribunal support.
2. Global Committees
Issue-focused bodies aligned to the World Parliament’s ministries, departments, public-service functions, and special portfolios.
3. World Leader Liaisons
National and regional representatives connecting committee programs with participating leaders and international networks.

World Leaders Forum Liaison Network
The World Leaders Forum serves as the international liaison layer for the committee system. National and regional World Leaders may participate as diplomatic contacts, conveners, project sponsors, observers, or committee liaisons according to their appointment and the mandate of the relevant body.
This structure keeps the committees operationally connected without confusing distinct institutions: the World Temple and Tribunal maintain their standing offices; the World Parliament organizes ministries and public-service portfolios; and the World Leaders Forum extends international participation and country-level coordination.
Standard Committee Offices
- Chair / Presiding Minister — leads the committee and reports major actions.
- Deputy Chair / Deputy Minister — supports leadership and assumes duties when delegated.
- Committee Secretary — maintains notices, minutes, resolutions, rosters, and records.
- Treasury or Stewardship Officer — handles committee budgeting or resource coordination where applicable.
- Advisor / Subject-Matter Council — provides specialist guidance.
- World Leader Liaison — coordinates country or regional engagement.
- Working Groups — temporary or standing teams assigned to programs, research, hearings, missions, or projects.
Committee Operating Cycle
- Mandate — define the committee’s jurisdiction, purpose, and authority.
- Appointment — designate officers, liaisons, advisors, and working members.
- Agenda — establish priorities, meetings, hearings, research, or projects.
- Deliberation — review information, proposals, petitions, and recommendations.
- Action — issue committee recommendations, resolutions, programs, or referrals within its mandate.
- Record — maintain minutes, reports, notices, and institutional archives.
- Review — measure progress and renew, amend, merge, or conclude working groups as needed.
Official Coordination
Committee rosters, appointments, mandates, notices, and active working groups will be maintained through official World Temple channels. Where older World Parliament or World Leaders Forum material contains legacy titles or historical appointments, the current office structure published on holytemples.org governs this directory unless a newer official notice states otherwise.
