Purpose
The Professing Council is the coordinating council of the World Professment. It organizes qualified knowledge into disciplined institutional service by receiving questions, identifying the appropriate field of competence, convening qualified contributors, supervising professional examination, and transmitting findings to the appropriate institution of the Global District.
The Council does not substitute expertise for deliberation. Its responsibility is to make competent knowledge available to decision-makers in a form that can be examined, challenged, recorded, and responsibly applied.
Council Mandate
- Receive institutional questions requiring specialized knowledge.
- Refer matters to the appropriate College, Hall of Knowledge, committee, or specialist council.
- Establish competency and evidence requirements appropriate to the matter.
- Convene hearings, inquiries, study groups, and professional examinations.
- Preserve supporting evidence, reasoning, minority views, and institutional records.
- Issue presentments, findings, professional opinions, standards, and recommendations.
- Maintain continuing review when new knowledge materially changes an earlier conclusion.
Membership & Service Classes
Professors & Scholars
Educators and researchers contributing documented study, teaching, scholarship, and subject-matter analysis.
Professionals & Practitioners
Practitioners contributing demonstrated technical, vocational, administrative, scientific, commercial, legal, cultural, or professional competency.
Adepts, Ministers & Advisers
Recognized contributors whose institutional, ministerial, ethical, cultural, or specialized formation equips them for relevant service.
Fellows & Emerging Contributors
Qualified learners and developing professionals serving under appropriate supervision while building an institutional record of competency.
Qualification Standard
Recognition for Professment service should be proportionate to the field and responsibility involved. Relevant evidence may include education, research, professional credentials where applicable, demonstrated practice, portfolio or published work, institutional service, peer assessment, ethical standing, and continuing study. A title alone does not establish competency outside the field to which the evidence applies.
Colleges & Halls of Knowledge
The Council coordinates the World Professment’s specialized Colleges & Halls of Knowledge, including Education & Noology; Law, Ethics & Justice; Treasury, Finance & Economics; Science, Technology & Infrastructure; Health & Human Development; Indigenous & Cultural Affairs; Diplomacy, Peace & Global Relations; and Environment, Agriculture & Resources. These knowledge domains connect World Education and Nu University, Temple degree formation, professional examination, and service through the Professing Council.
The Nine Degree Councils
The Professing Council receives learners and adepts from the Temple-degree formation pathway through nine corresponding degree councils. These councils connect Ministry 101 study, the GISD DIY academic curriculum, the Nous Portfolio, competency review, and advancement into the wider Colleges and World Professment.

- Degree 4 — Sufism & Asaru: Devotees of Al Khidr
- Degree 5 — Kabalism & Nut: Sanhedrin Council of Magistrates
- Degree 6 — Magism & Geb: Council of Shemsizedek
- Degree 7 — Summerianism & Tefnut: Elders’ Council of Shemesh
- Degree 8 — Shamanism & Shu: Ancient Priesthood Council of Amun-Ra

Presentments
A formal Council presentment should identify the question presented, the competent body that examined it, the evidence and sources considered, material assumptions, findings, reasoning, dissenting or minority views when relevant, recommendations, limitations, responsible authors or reviewers, date of adoption, and subsequent revision history.
Presentments are advisory or institutional findings according to the authority granted to the issuing body. Transmission to another institution does not automatically convert a recommendation into a parliamentary act, legal judgment, financial authorization, or other exercise of authority.
Council Offices
- Presiding Professor / Chair — convenes the Council and safeguards orderly proceedings.
- Registrar — maintains membership, competency records, referrals, and institutional registers.
- Recorder — preserves minutes, evidence indexes, findings, presentments, and revision history.
- College Conveners — coordinate specialized Colleges and Halls of Knowledge.
- Ethics & Standards Officer — supports disclosure, conflict review, standards, and procedural integrity.
- Research Secretary — coordinates research assignments, evidence collection, citations, and technical review.
Standards of Professional Deliberation
- Evidence before conclusion.
- Competency appropriate to the question.
- Disclosure of material conflicts and limitations.
- Reasoned disagreement without suppression of minority findings.
- Traceable sources and an auditable institutional record.
- Revision when materially better evidence becomes available.
- Service to human dignity and the Global Village.
